This may seem a silly question but here in the US does the post office 'return to sender' any mail that is STD.

By "STD," do you mean standard mail? If so, you can return to sender by just putting a slash through the recipient's address, writing "Return to Sender" on the item, and putting it in a collection mailbox. If this is not what you mean, you really need to clarify.

First class mail is forwardable (and return to sender) presort standard and non profit is generally sent to recycling unless is says electronic or change service requested
