Can you cal 911 from a pre-paid phone if you are out of minutes?

 I have no reason to call 911 or anything but I am curious.

It is a trac phone, I believe.

 The only way I would need to use this would be if the electricity went out due to a storm or something and a landline would be useless.

Any cell phone that's charged can be used to call 911. As long as it can connect to a phone network. I have an old Motorola from early 2000's that I used to call 911 once with.

Yes, you can call 911 from any cell phone, no matter if you have any kind of plan or minutes or anything like that, as long as it is charged and can connect to a cell tower.

You can pick up any cell phone and call 911 regardless of whether the phone has any minutes on it or not.

Yes, Tracfones have an emergency mode just for that reason.

Yep, they have to be able to call 911, it's a law.

Yes. a cell phone does not have to be on an active service to use 911.
