Feeding all day, hardly sleeps PIOG

Noah is almost a month and he has a heck of a time sleeping in the day for more then 45 min. maybe an hr. He uses me as a pacifier (hates real ones) which would be fine if it werent for the fact that I have a 20 month old. Also he eats in small doses sometimes only 10 min and then is done again and doses briefly then back up at it, part is because my oldest, Ely is loud and constantly wakes him up right as I am trying to put him down, I have told her a million times to be quiet but I dont think she understands. At night he barely eats and sleeps most of the night tucked against my side, when he fusses I wake up latch him on and fall asleep until he makes a sound again and that goes usually from 7 or so pm till 7 am. I want him to be more content in the day time so that my toddler can have more attention. Any ideas? AND he hates swaddling and the swing unless he is half asleep.
