FROM WHAT I WAS TOLD THATS HOW THEY WERE IN THE OLDER HOUSES. I CHANGED THE VANITY SO I COULD PUT THE SHELF OVER THE TOILET.
IT WAS PRETTY MUCH GUTTED AND I TRIED TO MAKE IT MORE UP TO DATE

My old house had that too...LOL. They were kind enough to hinge it so the tank could be accessed. ha.
