So we would do this one when I was wokring as a pre-school teacher and the kids always loved it.  The other day I had my 18 month old son make some and he had so much fun.  He was also so proud when I out them on the window. 
   This is a super cheap craft idea that looks great and you probably have everything you need at home at all times. 
  
  All you need is watercolors and coffee filters ( the round ones, not the pouch ones)

Oh wow. Awesome.

So how to they do this, do they use paint brushes with the water colors???

I'm clueless but it looks BEAUTIFUL and I am going to plan on doing this for my 2 year old preschool class this year!

you use paint brushes but i guess you could do it any way really
