Anyone know where I can get instructions for a pettitutu?
And does anyone have any other ideas for things I could make to sell to a lady who would sell them in her boutique?

Yes. You can go to http://www.youcanmakethis.com/ and they have a free tutorial for fun filled tutus as well as ones you can purchase for all kinds of other ones.
You could make some pillowcase dresses and embroider or applique them with fun things - those are always a big hit - great for summer and in winter with turtleneck and jeans.
