Good Reward system for everyone.

We have been having a mix of behavor at school, and lying about homework (mostly from two seprate kids in diffrent grades) We have four kids total between my DH and I, My girls spend every-weekend and wends at their bio dads. Our 9 year old has spent the last two weeks lying about doing his homework, we spent every night last week up til 10pm watching him re-do all the missing homework he had lied to both teacher and us about. One of the kinders lied last week about getting "green lights" all week for good behavor, but when we went over the weekly folder he had a mix of "red lights" which are bad behivor, and "black lights" dangerous behivor (he threw a desk at the teacher b/c she brought him back to the classroom for disrupting the kids in the libary) and our other daughter hasn't had any behivor issues all school year except the last three weeks at least once a week she has gotten slow at finishing her class work; this I contribute to allowing her to pick her clothers and wether or not she wants to wear her glasses (I've decided that i was picking my battles with her) so Now she is back on glasses no madder what. we have one more that is in daycare/preschool and the few times she has gotten in trouble her teacher has her write her name 5 times. I'm looking into doing a reward system for the kids but I'm not sure on what levels I should, and even what i can give as a reward. We are so budgeted that I have my 25cent soda at college budget ready. We don't have the xtra cash for allowance, and treats don't work on my daughters (they really don't like sugar) I have tried the wii reward system but it became an issues b/c we just don't have the time for 4 kids at 20min each a week on play. Our wii sits and collects dust unless its summer b/c of all the running around we do. We have kept the 9 year old home from awanas in the past (awanas is our wendsday night church thing for kids) except that is my sleep time b/c I go to school during the day, and I work 11p-7a that night. We have tried no outside play after school, but I have personal convenctions b/c of the lack of activity and it doesn't seem to faze the boys. If we take away the toys of the mis-behaved I find the mis-behaved playing with the other kids and their toys. I'm just out of ideas. I have thought about a penny a day, and once every three months if they had no more than 5 bad days they can pick a movie to watch on the weekend. I just don't know.
