How to get him to feel more confident about his hair?

My nine year old brother lives with us and he needed a hair cut. His hair was always in his eyes and it hadn't been cut in a while so it was just uneven and messy looking. He likes to keep his hair on the longer side, we told him that he just needed a little trim to get it out of his face and even it out so he can look handsome for school and he agreed. We told the barber to take one inch off, well it was busy when we went in and he got him mixed up with another boy and he took off three inches. He was so sorry and it was really an accident and even offered to give us the cut for free. But, now my brother hates his hair. He has been up in his room pouting under the bed, he says that now he looks stupid and all of the kids at school will think he looks stupid. We told him all of the usual, that its just hair and it will grow back and that it looks great, and it really does, but he's not having any of it. How can we make him feel better about it and assure him that no ones going to care? It's been a hard year for him and I think this is just a straw that broke the camels back kind of thing. I don't post personal pictures on here, but here are pictures I found online that show his hairstyle before and after,

 Sounds like you've done all you can really, I think this is just something he's going to have to figure out for himself. Does he have his own particular style? Would he like it spiked? Or maybe take him somewhere else and have them cut it differently?

He doesn't like anything in his hair, no gel or anything, which is fine by me because I don't like it in his hair either, and he doesn't want it in any other style or any shorter, he just wants it to be long again. I think we might just have to wait it out.

Get him to blow dry it, it will give it a different messy type look. Or get some thinning shears, and snip into the ends(just thins it, dosnt shorten it) this will give it a less straight cut look around the edges, and at the bangs. It will look less 'new hair cut like" Good luck.

Remind him that hair grows back so that 3 inches was dead weight . I would like to see an actual picture of him to judge how this particular style looks on him.   I have accidently shaved ss (in his 20s) bald when the clippers guard fell off.  I felt so bad but thankfully it was summer so he just went with the flow.

Just remind him it
Will grow out and luckily most boys/men's hair grows
Fast so it won't take long and at least next time he gets a trim or cut he will know what he doesnt like
