I am planning my dd's 7th birthday party too. We are having a puppy party, so all of our games are puppy related. But, girls ALWAYS love crafts. I would suggest heading to Michael's and picking out a craft kit for them to make something, they have a bunch of the same craft in the packages and they are easy to do.
Oh, also if you go to DLTK's website: http://www.dltk-kids.com/, you can find all sorts of crafts, games, and more. It is a really cute site with thousands of ideas, and you can print the stuff right off. I used it for my son's Pokémon party and the boys made CD crafts out of old CD's. Seriously, check it out.
There was a pretty fun one at a party we went to recently where each child had a balloon tied to their leg and they all had to pop each others balloons. Last balloon was the winner, it was so funny watching them pop those balloons.
Decorations:
For decorations hang up posters of the Victorious
cast and magazine covers about the show. Later, you can use those as a
background for photo shoots.
Choose glittery blue, purple and
silver colors for your decoration. Hang up star-shaped balloons, as well
as streamers. Choose a Victorious related table cloth, napkins, cups
and paper plates. You can find these items at birthdaydirect.com. Hang
cut out musical notes from the ceiling and put a glittery musical note
center piece on the table.
Video record all guests leaving a message to the birthday girl. Watch the movie towards the end of the party.
Party Games & Activities:
Victorious Trivia Game:
Come
up with 10-20 questions about Victorious: the songs, scenes, episodes,
the cast etc. and have fun answering them. Each correct answer gets a
point. The player with the most points wins and gets a prize.
Victorious Make-Up Competition:
In
teams of 3-4 do a fun, outrageous, victorious make-over on one of your
team members. Go fabulous on hair & make-up. Design & put
together a cool, crazy or elegant star outfit. Give out awards &
prizes for every team!
Victorious Charades:
Pick scenes and
characters from Victorious TV show, the music videos, etc. Act them out
and have your guests guess who or what you enact.

Rock that Song:
Before
the party print out the lyrics to several of your favorite Victorious
songs. Have them ready for your guests. Divide your guests into teams;
give them the lyrics to one song and 10-15 min to rehearse it. Then it’s
time for the performance! Make sure you video tape! Towards the end of
the party sit down and watch the movie together.
Victorious Scavenger Hunt:
Come up with questions about the show and the actors, hide Victorious
items (such as CDs, posters etc.) in your party area for your guests to
find. Give your guests tasks, such as coming up with a Victorious music
video skit and so on.

Victorious T-shirts:
Set
up a work area. On a table covered with newspaper, set out white
T-shirts, cardboard, stencils, cookie cutters, rubber stamps from a
craft store, fabric paint and glitter paint. Insert the cardboard inside
the T-shirts to create a flat surface. Pour or squeeze the paint into
pie tins. Dip the cookie cutters or rubber stamps into the paint and
press on the T-shirt. Press the stencils onto the T-shirt and fill in
the hole with paint. Remove the stencils carefully. Heat-set the design

Victorious Relay Races:
Balloon Relay Race:
You’ll
need one balloon with a Victorious related image per team. Make your
own Victorious balloon by downloading an image from the internet,
printing it out and taping it to your balloon. Have two teams seated in
two rows facing each other. The balloon is started at one end and
carefully passed along the tops of the team members’ feet along the
length of the row to the end of the row. A dropped balloon must be
re-introduced two players back. Alternatively, you can pass the balloon
chin-to-chin. I suggest you use a smaller balloon for this game. Also,
tell your guests they are not allowed to use their hands.

Microphone Relay Race:
Make
sure your guests wear comfortable clothes, maybe even sports clothes or
pajamas, if this is a slumber or sleep–over party. Each team gets a
ball of string, with a plastic (toy) microphone tied to the end. Have
each team line-up in a single file. On “Go” the first player passes the
microphone down her shirt, through her pants and lets it come out her
pants’ leg. She then passes it to the next team mate who continues to
play, while more and more string is being released. As soon as the
microphone has reached the last team member in line, that player pulls
the microphone back and the process is reversed. The first player winds
up the string little by little each time the microphone travels up the
person and up the line. The string needs to end up wound back in a ball.
When the team is done, they signal this by sitting down. Whoever is
done first, wins!

Candy Relay Race:
You’ll
need candy (all shapes and colors) and/or chocolate (wrapped), two
spoons, four bowls or other containers. (Tip: Ebay.com sells
personalized candy wrappers)
Break into two lines/teams. Place an
equal amount of candy in each of the teams’ containers about 20 feet
from the starting line. Place the other (empty) containers near the
teams, back at the starting line. Hand the first two players their
spoons. The objective is for each team member to run to their team’s
container that’s filled with candy, scoop up as much as they can and
balance their goodies on the spoons while running back. Tell the team
members to drop their candy in their team’s container, and then pass the
spoon to the next player. The team who has the most candy hearts at the
end of the game wins.

Victorious Dance Competition:
All you need are inflated balloons and a music source (i.e. CD-player, etc.).
Ask
each guest to find a partner. The partners move around the open space,
keeping the balloons between them without using their hands. Add variety
by stopping the music every once in a while and challenging the
participants to use different body parts: head to head, arm to arm,
chest to chest, back to back, side to side, need to need, tummy to tummy
and anything else you can think of! Teams who drop their balloon are
out. The last team dancing with their original balloon wins!

Divide
your party guests into smaller teams of 2 to 3 people each. Challenge
each team to sit down on the floor with their backs to each other, link
elbows, and then stand up without unlinking arms. Once a team
successfully stands up, they need to find another team that was also
successful & form a larger group together, sit back to back, and
attempt to stand up altogether. The smaller teams should continue
joining together until the entire group is back to back and working
together to stand up as one big team.
Victorious Face Painting:
With
face paint decorate your face, arms, hands, legs, feet and/or toes with

etc.

Funky Dance:
You’ll
need masking-tape and two pairs of binoculars or strong reading
glasses. With masking-tape or duck-tape tape two equal lines of the
floor. It can be straight lines (easier) or squiggly ones, as long as
they look the same. Divide your guests into two teams and ask each
member to dance along their line, one foot in front of the other, – play
Victorious music for dancing, of course! No “falling off” allowed! When
everyone is done, ask your guests to dance the line again, this time
looking through the wrong side of a pair of binoculars or strong reading
glasses.

For
an easy-to-do & fun cake decoration, I suggest you download a
Victorious related picture, photo or clipart from the internet. Add
“Happy Birthday, ______!” (host’s/hostess’ name) to it. Print it out on
regular paper. Laminate it. Lay it on the cake & press it lightly
into the frosting. Decorate around it. Remember to leave enough space
for the candles! :-)
Other ideas are cutting a cake in the shape of a musical note, microphone or CD.
Party Favors:
For
party favors give out Victorious’ DVDs or CDs for your guests to take
home. You might want to include a CD/DVD with your own video recordings

Just wishing you luck, I am no help. We don't do organized games at our birthday parties. We do an activity and cake and presents and that's it. DD6 we just went to the lake and they went swimming and build sand castles. We've done the waterslide and the indoor play area and pizza making. The closest we came was when we had a royal tea party at the botanical gardens last year...and we didn't do any formal games but I did have a crown-making activity for them and they went on a frog walk to see a bunch of different kinds of frogs.
