Would you let a 9 year old wax her eyebrows simply because her 13 year old sister was getting to? She does not have a unibrow or need the waxing, she is just upset because it is yet one more thing that her older sister is getting to do and she is feeling left out!
I don't think I'd let a 13 year old do unless there was a serious problem. The nine year shouldn't get to do everything the same time as her sister. Imagine when the 13 year old is 18, do you want her 14 year old sister doing all the same things she does?
Umm, NO! She is 9 years old and has absolutely no business doing what a 13 year old does. Sorry, but NO!

I think I was a senior in high school when I started waxing my eyebrows. I admit, that was late. But 13 seems super young.
Am I just living in la-la land, that I want to keep my girls as natural as possible for as long as possible?
