Looks like it, try some cortisone cream on it, that will help with the itching and irriation.. if it gets bigger and not any better in a couple days though then I'd be concerned. But Cort cream should help alot, put it on a couple times a day.

But I suspect if he woke up with it (which is what my kids do), and he was at school all day he's probably ok as long as it's not near the neck or face. (Which it looks like you are good there ;) If you want- you can take a pen or marker (just know marker will get on everything but it washes out easy) and mark around the outside of the red circle on his arm. Watch for two hours. If the red goes out of the circle drastically in that time, you need to go in.
Other then that, I think he will be good to go :) Can you tell we've done bug bites a number of times? My kids are allergic to every bug outside! I think I'm gonna get a bubble to put them in for the summer......
