I need ideas on how to degrass a 15' by 13' area for a garden.

Right now I'm trying to use a hoe a flat edged shovel and a claw.

You'll need a spade or a pointed end shovel.  You've got to get into the ground and take off the sod.  Just remove it completely.

 how bout the lasagna method of gardening?

or the black plastic method?

rent a sod cutter

you could build raised beds(i did this)

I would definitely go for the lasagna method if you are up for buying and spreading bags of organic compost/manure. It works super well. If you choose to pull the sod up, which is a lot more work and less fun, you can double dig the area and plant deep rooting veggies this year. With the lasagna method you can plant right away too but it's best to stick with more shallow rooting crops, like lettuce&peas. Enjoy!

I've pulled up sod with just a shovel, working at it a little every day. Slow, but it works too. Slice through strips of like a foot by two, then run your long flat shovel horizontal under the area. Took me about a week to get a solid 19 by 10 up, without over exerting myself.
