I have some forgotten carrots in my fridge that have hair growing on them..  I am wondering if I can cut these up and plant them?  If so how would be the best way?

What you're seeing are root hairs.  No, they will not grow into more carrots if you cut them up and plant them.  Carrots are propagated by seeds.
