I am trying to get my ex to sign over his rights.  I've just been talking to social services and child support enforcement.

My SIL has been through parental rights termination with all three of her kids.  Two were from the same mom and one was a different mom.  The process took about 6 months from termination to adoption.  It didn't cost her anything.  The state paid for all of it.

I don't know about the parent's rights, because that would not be that easy. I would check with your local child support office. I know that you can file a petition with the court to file for abandonment. Here we do that with the circuit court, in your state it might be different, your clerk of courts would know where to go for that. We have a certain format here in which the judge and court require either of those things to be written, so you would need to consult with them.

Also try to contact your legal aid office

This was in Washington state.  I don't know if it's different in different states.
