I just googled Rainy day activities for kids. Also my idea you could have a scavenger hunt of some sort.

Also you could get a mini ball pit and they could take turns in there, could probably get more than one for the rental price of a bounce house

my sister has always done a pinata in her garage...other than that most kids have fun just running around and playing together...maybe you could get a big banner sized paper and have them created a birthday banner for her with drawings and such ...idk

do some cotton balls in a bowl and make them transfer them... blond fold if old enough!

drop clothes pins in a cup... stand on a chair if can!

unwrap bubble gum with gloves on *the thicker ones* and try to blow a bubble as fast as ya can.

Who can put a pillow case on the right way the fastest!!

Hope that kinda helps!

Instead of a birthday cake you could do cupcakes and let the children do the decorating.  Just mix up some icing in different colors and buy some sprinkles and such.  The children can use plastic baggies with the corner cut off to make a "pastry bag" and pipe the icing on the cake.  You can also do this with cookies.  Another idea is to make some fudge and let the kids use cookie cutters to cut shapes and then use icing to decorate.
