What to do about my teenage daughter and birth control.

I didn't mean for this to happen. My daughter is on this kick about "boner's" and doctors. I have no idea where this started. It's really been a bit much for me. She is asking EVERY person she can if doctor's get a lot of boner's.
So today (I had forgot about the fact she brought that up on Saturday) she says she needs to talk to me.
So we go to a private place. She is asking questions about female exams. She is fifteen and started her menstrual cycle last summer for the first time.
Anyway in the middle of this q&a she starts giggling about doctors and boners again. I'm seriously wanting to find a hole to crawl in. So she would like to have a female the first time.
Now her PCM has already said that she doesn't need a pap until she is 17. Unless she becomes sexually active.
So I am explaining this and why doctors don't get boners and suddenly she wants me to sign a contract.
SHE WANTS ME TO AGREE TO NOT MAKE HER GET A PAP OR GO ON BIRTH CONTROL UNTIL AFTER HER 17th BIRTHDAY. HER PART OF THE CONTRACT IS THAT SHE WILL NOT HAVE SEX BEFORE THEN.
Should I really sign this? Should I really hold up this idea of hers? Christ I don't know what to do. She is so obsessed about horny doctors right now and Ugg. Why couldn't she just stay little forever?

Oh sorry I forgot that part. Her father is one of those promise breakers and she uses contracts on everyone for everything. That part isn't new. She is always coming up with a new contract for something. She got the idea from D.A.R.E.

Wow... You just made me thankful for having a 2 year old who throws fits and stuff still... and dread teenage years even more. LOL
I'm not really sure what to say.... I have mixed feelings about this. Personally I don't believe in using birth control anyway (nor does my husband) so that part of it wouldn't bother me... Of course ask me what I'll do if my kid wants to go on it and my heart about stops lol. Seriously though... I'd have real issues agreeing to the no paps part. There are other reasons (though not common I don't think) to have one earlier than normal. I wouldn't be comfortable saying I wouldn't have my daughter have one just because it might be necessary.

She enjoys torturing them all. I just don't know what to do. I had always planned to just put her on BC when she started having cycles. But damn... she's thrown me a curve ball that I can't even see.

so she wants to make sure you don't take her before she turns 17 right because of the dr's getting boners? Ok. I think that you should talk to her about sex and everything about it. I wouldn't be signing a contract though. ...

Why get worried it's better she's not dating lol then the problems start. I didnt date until I was out of the house at 18.
I say the contract is reasonable. It's her body after all and not wanting to have sex at that age is a good thing. I would put in a clause in case of an emegency pap being needed that she would get a female gyno. I think she just needs reassurance.
Oh her dad let her watch about twenty porno's and answered questions I never even dreamed about asking. She is convinced that men walk around horny all the time. These discussions between her and I started when she was ten. Her father is an idiot who doesn't have a clue. He has her a few weeks a year and sends her back knowing everything but not knowing why. I'm the one that has to sit and go through and explain everything. Honestly, I'm beginning to wish I had never had sex. My God, the things she comes up with.

If her doctor doesn't think she needs a pap before 17 and your daughter is asking you to sign the contract then I would. Does she normally keep her sign of the contract? Maybe she wants something in writing that will make her hold herself to a higher standard.
