My 4 year old has been holding her pee until the last possible second which usually means that she wets herself at least once a day. She knows she has to go but usually doesn't want to stop doing whatever she's doing. It's almost like she gets a kick out of changing her panties 3-4 times in one day.
So, starting today she's no longer allowed to change her underwear if she wets herself because she couldn't be bothered to go when she first realized she had to pee. If it's a true accident, like peeing during her nap...rare, then she can change).
Am I being too tough?
I agree with the PP about infection. It's probably not the best idea. If I can think of something better for you I'll let you know. I'm going through the same kind of thing with my little boy and it's SUPER annoying, lol.

Didn't think of that...but I don't expect her to wet herself. I expect her to go when she first realizes it. It's not like she's just potty trained or anything. She's just holding it until she can't hold it anymore...and the bathroom is only 5 feet away.

That would be right up her alley. Unfortunately, I don't think my son & his friends would appreciate it too much! lol.
What is she doing that she doesnt want to stop to go pee... take those things away. DEFINITELY wouldnt let her keep peeing in the same underwear all day....
