Can you recommend a good family dog that isn't super high maintenance? My brother is looking for a new dog. He wants a mellow dog that isn't crazy hyper. Any recommendations?

Labs are usually good family dogs.  they can be a little hyper as puppies though.

Rottweiler - I've had several - they are very good tempered - low maintenance and usually love children. - my current rottweiler shepherd mix loves is fantastic with the family - plus she is a couch potato. She does love to go for walks though, and is afraid of orange cones and christmas yard decorations lol. - the animated deer and polar bears are along her walk freak her the heck out.

I would suggest an older dog from a shelter or even adopting a retired greyhound.  The retired greyhounds are usually pretty mellow and well behaved, the breed also has a sleek coat so grooming would involve a bath on occasion.  Good luck!

I love Labradors, I've had one for 8 years and he's wonderful.  He was never a hyper puppy, we just got a good dog I guess.  I also have a Boston Terrier.  He is great with my girls and is only hyper when they are running around with him and playing.  He normally is under the coffee table chewing on his toy or on his blanket asleep.  Both have been very easy to train.
