   Depends on where they live.  In Hawaii, Roaches are common and not necessarily a reflection of someone's cleaning abilities.

It depends on the home.  If you live in an apartment then it could be a neighbors fault and if they don't fix the problem then no one can.  If it's a home that is dirty than yeah it's probably the home owner's fault.

Same with FL....freakin' palmetto bugs! GROSS.

It just depends....if there's trash and crap everywhere....yeah, gross...but sometimes you can't help it. Like in my house, we have mice frequently...not because I don't clean, but because we live in the country and field mice run ALL over the place here!

I can honestly say that in 45 years, I have never seen one.

ETA: I rescind that! I saw one crawl up the wall next to our table in a coffee shop in about 1983 - I can't believe I forgot that! But never in any one's home.
