My youngest is 2 and she started pushing the chest clip down and pulling her right arm out of the strap I have it as tight as I can get it with out cutting her arm off she's forward facing and the straps are just above her shoulders and the little worm squeezes her arm out. Is there anything I can do so she can't push the clip down or is it just going to be a never ending battle to catch her doing it and put her back until she gets over it.

the straps are too loose. if you can pinch a horizontal pinch in the harness, it's too loose. my son did this too and i tightened it more and problem solved =)

they are tight thats the first thing i checked I can fit 2 fingers under them thats all if I pinch them they slip out of my fingers shes like houdini she squeezes her hand under (I dont know how) and wiggles her way out she has to lean all the way to the left to do it then cant get the left arm out thats usually when I notice cause she's screaming that her arm is stuck

Depending on her size, she should most likely be rear-facing, please visit the car seat safety group and check out some info.

Anyway, the best way to stop this is to stop the car and pull over every single time she does that.  You could also institute punishments such as taking away toys, time outs.  She is too young to fully understand that it's dangerous, but the immediate action will help her to understand that if she does that behavior, it will not be tolerated.

I know she is safer rear facing but she gets car sick really easy so Its either forwad face or clean up barf everytime we get in the car and her posibally choking because she cant sit up all the way. She still gets car sick foward facing but not as bad only on long trips now before it was every single time we got in the car

Definitely let her know each time that it is unacceptable but until she changes you might try keeping a special toy in the car to keep her hands busy.  If that doesn't work, put a piece of velcro on the chest clip (the rough side) so she doesn't want to touch it.

Maybe try and put something on the strap where the cross piece is suppose to sit so she can't slide it down...I know you could sew two really big buttons on, one on each strap so they sit just so the cross piece can't be slid down past them. It could stop the kid and it wont effect how the car seat works.
