Boating Question

How many people are legally allowed to ride on a boat similiar to the one in the picture below.

And is this life jacket recommend for a 3yr old 26lbs. And a 6 1/2 month old 17-19 pounds. (Below the picture of the boat)

 I would assume one person per seat would be the norm..thats how we did it ...The life Jacket should have weight/hight/age details on it ....I wouldn't be able to tell from a pic....I do like the jacket though!

 On the boat it has a weight limit on how many people can fit inside the boat. And like previous poster put they have the weight/height on the life jacket.
