I used to work for AT&T and to do that, you had to call customer service. IDK about Verizon, though.

go on the website, sign in. There will be a tab on the lefthand side that says 'safeguards'. click on that and a place to block up to 5 numbers will come up.

I have Verizon too and they told me they don't provide a way to block numbers.

Have you tried google voice?  It gives you a number to give to people that you can forward to ring to your cell phone.  I use it for work. (cop)  For instance my REAL number is: 123-123-1234 (ok thats fake but its an example) and my FAKE number is 321-321-4321.  I give people the fake number and it rings to the real number.  You can call the fake number, enter your pin and make calls with that number showing as the number called from.

Go to google.com search google voice, set up an account and get a number.  Its easy and you get a voice mail with that number too.  You can turn on and off the forwarding.  When its on it rings to your phone, when its off it goes to voicemail.
