Is this an offensive word?

My 65 year old father in law  said yesterday  "Did you see those two colored girls at the ice cream shop? They had these really high heels on, I don't know how they were even able to walk."

My jaw dropped open. I don't think I have ever heard anyone use that word, outside of TV, at least in many years. My father in law is old fashioned but in the eight years I've known him I have never once heard him say anything racist or derogatory. This makes me think that because he is so old fashioned he doesn't realize that term is really outdated. The comment certainly wasn't meant in a bad way, he was just talking about shoes, but it caused me to think.

What do you think when you hear that word? Do you think it is offensive, or just outdated?

I'm colored LOL off white...eggshell maybe ;) In the context of referring to 'black people' yeah, I don't use/like that phrase

Some older black people still consider themselves "colored". It's just their age.

We can't expect old folks to keep up with new terminology---or technology. It's not a requirement of aging.

What do you mean? I am only asking a question. I personally never use that word and don't like it but I don't know if it is really considered offensive or not.
