When I was a mandatory reporter (director at the y) I did this once

Without a doubt. I couldn't handle the guilt if something happened to them and I did nothing.

yea this one lady thinks it is ok. Now I don't usually talk bad about anyone, and I am sure that she is a good mother and that she would not intentionally do anything to put her children in harms way, but I had a friend who had something happen to her like that and they found her child, but it was too late. She says that she can see them the whole time she is in the store and that the reason she leaves them in the car is because it is just nonsense to take them out of the car just to go in and get one item.

well even if you wait to see if the parent comes out of the store, it still should be reported, especially if it is against the law.

 If the car was not running, the yes, most definitely..

If the car was running it would depend on the situation.. like a gas station parking lot where the parent obviously ran in for a second vs. a mall parking lot where people usually stay for long periods of time.

It would also depend on the age of the child.. a two year old by himself.. yes, always. A ten year old by himself, probably not.

For little ones, without a doubt. For older kids (maybe 12 and up? IDK), probably not.
