I just called the cops on a mom with a baby....
We went to the market. On the way in a woman was sitting on the ground holding a little baby who looked around a few months old. She first shouted Bless you to us....whatever...then she ask someone coming out for spare change.
We were there for about 20 minutes or so...when dh was in line I decided to take the kids and put them inot the car. When I exited she was still there, and at this point it is pouring rain and still really cold. She is still asking people for change!
When we got home I called the non emergency line and asked them to do a welfare check on her.
What would you have done?

Offered her a meal and an umbrella. If she had no place to go, then I'd offer to take her to a shelter.
I would have asked her what she needed for her baby and gone in and purchased it... then I would have asked if she was in touch with the local women's shelter and offered her bus fare to the shelter.
I would prob do what you did.
Ask her how i can help her.
But i think u did the right thing too , she might get the help she needs this way too.
I would have asked her if I could take her and her baby somewhere.

let her know of the emergency agencies that could help her such as womens shelthers, the local YMCA....,whatever your community offers.
Ask her if she has been to a shelter and if she needed something for the baby. Makes me sad to hear a baby being out in the rain and cold like that :(
