Can a company lay people off and hire new people?
Someone told me that they would have a lawsuit on their hands if they did.
Aaaand I'm outside and I just overheard one of my old coworkers (she's cousins with my neighbor) saying they just hired new people.

Yes. They probably came up with new titles for the same jobs and are paying them less and/or less bebefits than the people who were laid off.
