Things like that are laid out in the paper work. It can go either way, depending on your custody agreement

Hash it out. There is nothing that states who gets to do what outside your custody agreement.

What an awful divorce that sounds like. Having to take to custody matters over a hair cut would speak volumes about the rest of the relationships.
Either way, the custodial parent should have "final say," I suppose.
