Do you consider it to be a necessity or a luxury? Edit with a second question
If someone lives in an area that gets very hot, do you consider air conditioning (central AC or a swamp cooler) to be a necessity or a luxury? Do you think that fans are just as good?
ETA- if you feel that it is a necessity, how do you feel about people who use the "discounted rates"? In our area, many families can qualify for as much as 20% off their bill. Which adds up to a lot, since most peoples bills during the summer can get to $300 or more.

Definitely necessity here is the deep south. I dare you to turn your air off and just use a fan..you'll be suffocating in an hour. Lol

I think ac is a necessity especially with children. My kids sweat bad whenever they sleep and need it very cool at night

If it gets dangerously hot then I think at least a window AC is necessary. Fans will just blow warm air around. It can bring it down a couple degrees but of it's 107 degrees outside 100 inside isn't exacty refreshing.
