Eczema?

My dd has this rash on her arm. She has had it since august. I thought it was an allergic reaction and gave her benedryl. It didn't clear up so when I was at the pedis office I asked the dr. I was told out was topical dermatitis and they gave me hydrocortizone cream. Put that on her religiously four four weeks. Nothing. Mentioned it again to pedi and they changed it to heat rash. Gave me another cream. Still no change. I'm starting to wonder if its eczema. It is flat and bumpy,.raised and red. Very itchy and flaky at the same time. I tell her often to stop scratching. Also, she is starting to get it on her face. Mainly her chin and cheeks. What can I put on it? Because you can tell it is irratating her. Also, the bumps are not puss filled and do not look like pimples.

1% hydrocortisone cream twice a day for a week. That's what the doc told me and my son had the same rash. She called it eczema. It cleared up most of the spots.
