I can't imagine a situation that would justify this and it makes me more convinced than ever that we need universal health care, so his care wouldn't cost him so dearly, as well as a change in how we appraoch divorce and custody issues.

If he is on SSDI, then it provides a stipend for his children (if he applied for it). He can petition the courts to have this be his portion of child support.
Not being able to pay does not automatically negate child support. He was obligated to go before a judge and fight the amount. He is also obligated to provide for his children. He can do this through the SSDI stipend. Honestly, he should have explored more options - there was no need for it to come down to his arrest.
