I've tried really hard not to call the pound...
But this is becoming ridiculous....
The neighbors have over 10 dogs....inside, they let them out into a fenced area in the back, well apparently they keep finding a way out. Not all of them, but sometimes up to 6 at a time. They are extremely pack aggressive. They have to be run off before we can get out of the car, they rush at you, & I just had to run them away from my dog.
I'm not gonna keep my kids inside all year bcuz they have so many dogs they can't keep them under control. I'm worried they're gonna hurt my dog or me, hell maybe even my dd. Idk what would happen if it was just me & I was getting the kids out & they snuck up on us (they're sneaky).

Call the spca, tell them the issue. They could probably do a welfare check to see of they are taken care of properly. Which they probably aren't since there are so many.

I feel really bad bcuz they love their dogs, they said they've tried to get rid of some of them. But we can't keep on like this.

The codes here limiting animals are only in city limits, we're in the country

Talk to the neighbors and voice your concerns. Is it possible they don't realize the dogs are pack aggressive out of their property? Do they need help finding some dogs a new forever home? Are they planning on remedying the situation of the dogs being able to get out, of so when?
If they have no plans, and aren't really trying to rehome some of the dogs, I would call. My and my children's safety and well-being are first, and that is neither safe or well.

SO has talked to the man, he told him while I was pregnant "I don't want to sound mean, but if your dogs come at me like that again, I WILL hurt them. My pregnant gf & our dd are home alone most of the time, I don't want to think what would happen if they were outside alone".
The sad part is he was talking to them bcuz they surrounded us & started charging at SO, when the neighbor told us, "they're nice, just let us know if they're out". Yea....the other neighbor said "He said they were nice? BULLSHIT those dogs are EVIL!"
They claim they've tried to find them homes, but they don't want to call the pound....the SPCA is a no kill shelter here (unless medically neccessary or unadoptable I believe) I think they know they're out of control & are worried they'd be put down for aggression

That's really sad. Many dogs can be "retrained", especially when taken out of their pack. it's sometimes a long grueling process, but many cases it can be done.
Unfortunately I would call. I couldnt fathom you, your DD, or anyone else getting hurt because They refuse to be responsible.
