This is above my daughter's (4.5) bottom (hence the odd picture).  I am not sure what it is, she says it doesn't hurt or itch so I am just wondering if anyone has any ideas as to what it could be.  She has had it for a few days and it seems to get better and then worse and so on.  Any advice would be greatly appreciated!!

Not a clue.  Keep neosporin or diaper rash ointment on it and let air dry as possible.

Eczema or heat rash that has been scratched.

If it's scaly feeling I'd say eczema.  Otherwise some kind of contact rash.

Heat rash or dermatitis? I agree with others, put some neosporin on it, maybe take her to the doc if it doesn't clear up and get a steroid cream.

You know, she has been (she is a VERY sound sleeper and we have been having some issues with that) and I thought about that last night but then I checked when she got up this morning and it was actually better than when she went to bed.  She took a bath last night too though and it was worse after that.
