 For about 20 years now, one of the local attorneys in town, pays for cab rides to people who've had too much to drink.

They do it from Dec 1 through till about 1am on new years day.

now there are 3 attorneys in town that offer the service

Yes, they've been doing that for the past few years. METRO (public transportation) is offering free rides, also from 6pm, on NYE to 6am, on NYD.  "AAA" has also joined forces,also.

We don't have public transportation here and yup even including cabs.  Cabs are located in the next city over which is a good 20min ride.

I'm not sure. DH is military so there's always a duty driver available if needed.

Yep. One of the cab services does it. Also, AAA offers a service to come and get you and your car for free.
