Help him write up notes--enough to give her one each day for a week or so-- that tells what all he likes about her. Leave them where she gets them but doesn't know who they are from. On the last one, leave a clue about where to be at a certain time and leave a note there. While she reads the note your brother should walk up behind her and ask her to the prom and give her some flowers.

Well that's the obvious answer.
He wants to impress her.
He wants to impress her.

We have a grafitti bridge in our town that people are allowed to paint on. My son went one day and painted to it to ask a girl to the homecoming dance. When she drove under it she saw it and said yes. It was the sweetest thing.

Another time he invited a girl over and made her pizza rolls. When you brought the pan out for them to eat, the pizza rolls were arranged to say: will you go to prom with me? She said yes too. I have also seen boys spray paint sheets to ask girls and hang them on the fence in front of the school.
