SOME people refer to it as a form of welfare because you will wind up getting more back in taxes than what you pay in. If you pay, $1000 in taxes and you get a $6000 refund, you're getting a form of welfare. That other $5000 you got back that you didn't pay in is funded by the rest of the taxpayers.
