Can you love someone ( aka your partner) but not be in love with them?

Yes definetely!

I love my dad, I love my friends, I love my new oven
I'm in love with my husband.
Love and in love depends on how you think life would be without them in it.

Yes. I think of "in love" as the passion side and "love" as the respect aspect.

I love my family but not with romantic passion. I can love my husband as a man, as the father of my children, as a friend, or for his good works without feeling that romantic connection.

I think you can rebuild that in love feeling as well but the basic love is what keeps people together when it gets hard.

I just think it's chemical. Infatuation seems to me to have it's place in nature and is really just a chemical release in the body that makes you want to have sex and procreate. I love my husband and I always will because he is the father of my children. I think the rest is an illusion and in my experience the focus on it can keep people from achieving true personal happiness. Most of the time when someone has fallen out of love it's because one or both people have actually just stopped working on the relationship.
