Why do ex's pop up out of no where, after you're happy, and have moved on?

I was in California with my bf, and an ex called at midnight, which is 3 am at home. (time difference)

Didn't answer, he didn't leave a message and i never called back.

Haven't heard a peep in 6 months from this guy.

Recognize the number. He's been deleted from phone and blocked on Facebook for months

I blocked his number from my account.
Then I changed my number so he wouldn't call me from a friends phone.
I blocked him on Facebook.
I also changed the way my name is spelled on Facebook and how it can be searched so his friends and co workers wouldn't contact me.
I had a police officer let him know he needed to leave me alone.
And then I moved.
