Can you imagine a DNA testing policy for newborn baby somewhere in China

A city in China has regulated that if you had a baby one year ago, you have to take a USD500-worth DNA testing before the government issues a birth certificate to you (it is necessary for every family to have a baby registered by Hukou).

i mean get the baby out homeborn not in hospital.

DNA testing is for baby's DNA matches the father".
