Goody Bag Filler Ideas Please

We are having my sons 3rd birthday soon. I am making little take home gift bags for the kids. I need ideas on what to put in it. The only things i have in their are whistles and stickers. Im stuck from there. Any help would be appreciated.

I despise goody bags. What about a gift certificate to the local ice cream place instead?

I would but alot of the kids are lactose in tolerant and that to me would cost more money than the good bags I think I spent maybe 3 dollars on making each goody bag and they were a hit!

Just a suggestion from a mother that usually throws away most everything inside goodie bags within a day.
