Sand in rugs? Help!

I just moved into a duplex with all wood flooring.  The landlord let us keep some rugs that were in here to deaden the echos.  I vacuumed the rugs, then moved them to the rooms I wanted them in, and underneath the rugs there was all this really fine sand.  I have steamed cleaned them, taken them outside and beat them, swept them, and vacuumed the wrong side.  Every time I pick them up after vacuuming there is fine sand all over the floor.  The only thing I can think to do is keep vacuuming, then sweeping underneath them.  Does anyone have any suggestions?I'm desperate!
