How much Vit. D for 17 month old...

I want to supplement him a little more than his multi vit.(400IU) has.He also has 16 ozs. of whole milk a day.I am looking at the Carlson baby drops(400IU) but is that enough?Or should I go for the 1000 iu?

My 2 year old and 5 year old get 400 from their multi vit and then I give them each an additional 1000

this is what I do with my kids, they are ages, 2, 4 and 5.
