Yes I know.  I quote that one quite often.  It happened during the 1970's DPT scare when between only 10% and 30% of parents chose to get the vaccine (it was as controversial as MMR is now).  Some really pro-vaccine people still say it is pro-vaccine because they say the reason for the decline was the reporting of less severe cases.  This is only partly the case, though, because they said in the journal that the complication rates of those admitted to hospital stayed at the same level, i.e, the vaccine did nothing and might even be harmful.
