I would have a professional do it to make sure it looks right.
you can strip it but that will leave it orangy too, bleach powder and 30-40v developer will work but you cant let it dry out and don't leave it on more than an hour. let the hair rest for two weeks and do bleach again. a few applications will have you pretty blonde, use a purple or blue shampoo once or twice a week. you can use a uv color on it to make it look bright white after you finish decolorizing. don't expect it to ever pick up all the color again though once you decolorize it bc you will strip off the cuticle almost completely and it wont seal in color again leaving your hair looking ashy after you color it and it rinsing out.
im going to beauty school and we learned that u cant expect to go from a dark color to blonde in one application what you need to do is go to a professional because its going to be orange at first. if you do to much at one time you can actually cause your hair to fall/break off. what i suggest is you foil out the under before coloring the top part the bleach the bottom part
