How many months are you behind on your car payments? If this is your 1st time being late, you can apply for an extension. (Legally, they cannot repo unless you're 3 mons behind). If you work, you can take your W2 to a loan company to apply for a loan to pay the car note and let them deduct the amount owed when you get your refund. Hope this helps.
Have you tried temporary assistance through DSS? They might be able to give you the 400, but you will owe it back and they will have a lien on the car until you do.
Another idea is to do your income taxes through one of the companies that offers a same day check- they charge an arm and a leg to file your taxes but it would save you all the months of payments you have already made on the car as well as your credit. They may even let you pay their fees right out of your tax return. I think H&R Block is one of the ones that offers same day tax refund.
OP: I agree with others try to do a tax return loan or cash advance to pay. I do not normally recommend that since they are a rip off but desperate times....

This isn't going to help with the car situation so much, but it sounds like you should look into possiby going to a food pantry or something like that when things are really tight if you qualify. That would at least help out a little bit with the food part of it. Also, here there is a program called WIC, they give you checks for food and probably have some resources to get help with diapers. I assume you have already applied for assistance with food stamps.... Again, I know this doesn't help with the car now...but for future when you know things are really tight its good to know what resources you have available that will help part of your expenses.
