I would recommend pursuing that further. They cannot deduct it from his pay but they can count it towards income. If he has a greater than 20 % disability he is getting money for having that child.

I used to receive $1000/month but that was for 10 months. If I had a second child (minor) I would have asked for $650. My ex doesnt' make much in his private sector job. When I was getting $1k a month he was making $12k more then he does now. But, that's when he was deployed. He also has two kids in diapers and one he adopted after he married his tramp. I think $650 is reasonable. If he hadn't cheated on me he wouldn't have more mouths to feed.
BD1 didn't start paying support until right before dd's 18th bday (by agreement). She's 25 now and he paid if off a couple of months ago. The ex pays $700/mo for dd2, but we go to court next week to have it lowered because for some reason he decided to quit his $100K+ job and is lowering it. I'm not going to fight too hard, because she will be 18 in February and it's not worth dealing with the prick for just a few more months worth of payments.
