Finger sucking... how do I stop it?

My Daughter Savanna sucks her index and middle finger. Sometimes it's sooooooo loud I can hear it in the other room other times she's sneaky and I can't hear it at all. She is 3.5 years old. How do I get her to stop? I have tried the thumbs stuff (peppery tasting stuff) I have tried hot sauce (and i felt that was cruel... but she liked the taste of it) I have tried time out... I have tried socks (she pulls them off).... I have tried panty hose....no luck... what can I do now??

Aw I have no advice for you.
But I know that was one of the reasons why I let my daughter have a pacifier because a paci is a lot easier to get rid of than a finger.
