I was told if you really want a specific job to email the person hiring for it. 

Thoughts?

Can't hurt.  Especially if you have access to that email address.

I would be inclinded to call and ask for an interview or appointment rather than email.

I never do that. Iโ€™d apply the right way (usually online) and wait to be called. If they really want you, theyโ€™ll contact you first.

hmm, I don't know. I tend to get frustrated with too many emails already, so personally it would not be a good strategy.

depends, is it like an ad and the e mail is to put your name in the hat, or you applied and are still waiting to hear back? Because if it's option number 2, I would not call to check up on what is going on. If they want you, they'll let you know.
