how does this happen ?

last week someone won one of my auctions for .99 and 8.00 shipping. today i get a payment of 2.99 and ebay telling me ship the item. the person also lives in the dominican republic and has 0 feedback. i just refunded the money and told them that the transaction can't be done with this amount of money.

Sounds like a scam, scam, scam to me. 0 feedback is the dead give away.

Block bidder and post the bidders ID HERE!!! So we can all block the bidder!

 I had a real problem with this recently.  I called Ebay because every time I refunded this International buyer who choose to pay $0 shipping she repaid adding a dollar to the shipping.  I contacted the buyer stating she owed shipping, refunded her, blocked her and she kept repaying without shipping or $1 shipping.  It was a real pain!!!

Here's what I found out:

Ebay has certain options preset....just like the new ebay shippingeye rolling

 

Go to site preferences

Find Allow buyers to edit payment totals (it's in the Payments from buyers section)

Change it to NO

This should make   it so buyers can't edit the invoice or input their own shipping amount before the invoice is sent.

In my case the buyer paid within minutes and I didn't have the time to send an invoice with the shipping due.
