Keeping my attention??

I have a 4 yr old and a 2 yr old and my 4 yr old is constantly talking or look at this or how about that, etc, etc, etc, do you think she is doing that to keep my attention from her baby sister?

 

NOTE: She is in pre-school while I watch her baby sister at home.  I put her in pre-school because I was having a very difficult pregnancy and also she became socialized and learned to share in preparation for our new addition.  Now she loves it and has lots of friends, etc.

I have a 4 year old son and no other young ones at home and he's very social. Talks to me constantly. I would just take it in and enjoy it :)
