Sometimes children learning on just learnt to go will regress when a new baby is in the picture.  When my son was born I was baby sitting my nephew who was learning and he started having accidents.  as for public i don't know my son goes better at school or in public places then at home.

I agree with the previous poster about having a new baby in the house (if that is indeed a new baby that you just recently had, that's in your picture).  A lot of kids regress and go back to wetting and/or pooping on themselves once a newborn is brought home.

Public restrooms can be very scary and loud places!  If she's ever fallen into an adult toilet (at home or out and about) it can cause her to be scared to use adult toilets.  If she's ever been around an autoflush toilet that flushed without her knowing it was going to happen, that can freak kids out too.  If you go a lot of places where there's autoflushers, carry around a pack of post it notes and go into the stall before she does so you can put the post it on the sensor of the autoflush so it won't flush with her on or near it.

They do make and sell portable, foldable potty rings that you can take with you so the child isn't sitting on the big toilet seat and worried they are going to fall in.  I got ours at BabiesRUs.  It was around $10.

Until you get settled into a regular schedule with the new baby (at least a month at home with everyone) then things are going to be hard on your older child.  To help ease it along you and her dad both need to make time for just her without interruptions from the baby- good, quality one-on-one time with her.  Before the baby she was getting all the attention and now the baby is getting most of the attention and the baby is wearing diapers so your child may equate attention with wearing a diaper (even thought she's fighting wearing them).

Take a book or bubbles or a toy that she only gets when trying to use the toilet in public.  Or you can take along a potty chair in the car and make her try in the potty before even leaving the car and make her get on again once you get back into the car and head home.

On a side note: Using the strikethru text makes it very difficult to read your posts.
